Climate and animal organizations: There is a forgotten greenhouse gas that Denmark must take responsibility for

If we are to slow global warming, Denmark must take responsibility for its methane emissions. A green transition of agriculture and a more plant-based consumption are crucial to achieving rapid climate progress, write seven climate and animal organizations.

If we are to succeed in slowing global warming, we cannot continue to ignore the powerful greenhouse gas methane.

A Danish plan is needed to reduce methane emissions, and this requires a serious transition to a more plant-based agriculture.

When the calendar changed to 1 on January 2025, it was clear that 2024 was the warmest year ever measured. Calculations showed 1,6 degrees above the average temperature during industrialization.

This means we exceeded the Paris Agreement's goal of a maximum increase of 1,5 degrees. However, the agreement's goal is still "alive" as the temperature increase is calculated as an average over several years.

But the high temperatures in 2024 emphasize that we are in a hurry. And therefore we need to become sharper about which climate policy will have the greatest effect the fastest.

And here it becomes particularly relevant to look at the warming effect of the various greenhouse gases, where the powerful but short-lived greenhouse gas methane has a significantly greater warming effect than CO2 in the short term.

Decision-makers get the right basis

Methane is only in the atmosphere for about 12-15 years. Therefore, it makes a big difference whether you calculate the greenhouse gas potential for this particular greenhouse gas over a 20-year or 100-year period.

The greenhouse potential describes the total warming effect caused by the current emission over the entire selected period.

More specifically, this means that one ton of methane over 100 years has a warming effect equivalent to 28 tons of CO2, while one ton of methane over 20 years has a warming effect equivalent to 84 tons of CO2.

Methane thus warms the planet over 80 times more than CO2 over a 20-year period.

It is therefore a problem that only the greenhouse potential, calculated over a 100-year period, is included in decision-making processes today.

Decision-makers should consider the greenhouse gas potential calculated over a 20-year period on an equal footing with the 100-year perspective – to better be able to make decisions that will have a “quick effect” on global warming.

It is necessary to focus on achieving significant effects in the short term, as the temperature increase will otherwise result in irreversible changes and damage the planet's life-support systems.

Rising temperatures risk, among other things, the Atlantic Ocean Current collapsing, and the West Antarctic Ice Sheet melting irreversibly, causing sea level rise. We should therefore set sail as soon as possible to reduce global warming.

By including the 20-year perspective, it will become clear how big an effect methane emissions have on global warming in the short term – and thus also how big an effect reductions in methane emissions will have on global warming.

It will also provide decision-makers with the right basis for making the necessary decisions.

Agriculture is the largest emitter of methane

In Denmark, agriculture is responsible for approximately 80 percent of methane emissions.

As an intensive agricultural country, we should take much greater responsibility for our emissions.

Livestock production accounts for virtually all emissions, with 62 percent of emissions originating from the digestive process in ruminants and 38 percent originating from livestock manure.

If we want to significantly reduce our methane emissions, we cannot avoid making significant reductions in the agricultural sector.

This will require a transformation of agriculture, where we move towards increased production of vegetables, grains and legumes for people.

The agreement on the implementation of a Green Denmark could be an important step towards agriculture with a lower climate impact through the CO2 tax and land set-aside.

If we succeed in implementing all elements of the agreement, Denmark will potentially reduce its methane emissions by approximately 25 percent in 2030 compared to 2020, and by 30 percent in 2035.

The agreement could lead to significant reductions in agriculture if implemented as intended. But it is far from enough, and there are some significant gaps in the choice of climate measures.

The global methane pledge requires a Danish action plan

Denmark, together with the EU, has signed the Global Methane Pledge to reduce methane emissions globally by 30 percent in 2030 compared to 2020.

If that promise is to be kept, it requires that the 159 countries that have joined the pledge, as well as China, which has a special agreement, reduce their emissions by 40-45 percent.

With the green tripartite agreement, Denmark has taken the lead compared to many other countries when it comes to methane reductions.

It is positive that Denmark is showing the way forward, but we must do even more. As an intensive agricultural country, we should take much greater responsibility for our emissions – both in the short and long term.

We believe that Denmark should set a goal to reduce Danish methane emissions by at least 40-45 percent by 2035 compared to 2020 levels. This is necessary to contribute to our share of the global methane pledge and to comply with the Paris Agreement.

This requires methane reductions of 30-60 percent globally in 2030 compared to 2020 levels to keep the temperature increase below 1,5 degrees.

However, it is not enough for Denmark to “just” set an ambitious target. We must also show the way to achieve that target with concrete actions. The government should therefore create a plan for methane reductions that shows the ways to realize the target.

Restructuring both agricultural production and consumption is crucial

In the transformation of agriculture, it is important that we do not turn a blind eye to methane emissions, but also keep biodiversity and animal welfare in mind.

This requires us to move away from extensive industrial animal production and towards greater plant-based food production.

At the same time, it is crucial for the success of the transition that the Danish population reaches out to a greater extent for plant-based foods.

We will therefore have to address the number of animals in agriculture and not just make the individual animal more climate-efficient – ​​for example, with subsidies for the feed additive Bovaer, which risks keeping cows in stables rather than allowing them to graze – or by further intensifying pig production.

This leads to poorer animal welfare, and we need to move away from that. Through a change in food production, we will be able to achieve a rapid and positive effect on the climate.

At the same time, it is crucial for the success of the transition that the Danish population reaches for plant-based steaks, beans and kale rather than minced beef when they shop for dinner.

If consumption remains as it is today, we risk that the climate footprint from our animal consumption will end up in the same place as our clothing consumption – we will send it on to other countries. At the same time, many farmers are willing to change production if only there is a certainty of sales – for example, for legumes.

Municipal kitchens, supermarkets and politicians should therefore take the lead and make it more accessible for the population to eat more legumes and vegetables. If the canteen's spinach lasagna is delicious, there is a greater chance that it will be served at the dinner table at home.

Furthermore, we need to invest more in developing crops and products that can be exported to the rest of the world. Because today we already export the majority of our production. Therefore, there is a need for efforts and solutions that contribute to changing consumption – both nationally and globally.

Now we need to get to work – both to ensure that the implementation of the tripartite agreement is successful, so that the projected methane reductions are actually realized.

But we also need to make a plan for how to further reduce methane emissions from agriculture to quickly limit global warming.

We do this by converting agriculture to a much greater extent to produce plant food for people.

We continue to fail the ocean – politicians should open the toolbox for a good marine environment

Current targets for nitrogen emission reductions are set too low to save the ocean. To ensure good ocean status, policymakers must increase the target for nitrogen reductions, implement emergency measures and use the tools required for a good ocean status. New report provides a number of recommendations for policymakers

The planned nitrogen reductions are too small and too uncertain for Danes to start looking forward to a clear and vibrant sea after decades of oxygen depletion and a dying marine environment. Even with the tripartite agreement, the Danish aquatic environment efforts only give a 50 percent chance of the sea reaching good ecological status, and it could take decades before that happens, highlights a new report from the Green Transition Council.

“The tripartite agreement is a big step forward, but it should be openly acknowledged that it does not fully safeguard the marine environment. This is partly because the nitrogen targets the government is operating with are out of step with reality. One of the main objectives of the tripartite agreement was to tackle agricultural nitrogen emissions and revive the struggling sea. This is not being achieved with the efforts that have been made,” says Niklas Jørgensen, senior advisor for food and bioresources at the Green Transition Denmark.

Nitrogen emissions come mainly from agriculture, which accounts for 89 percent of society's emissions to the sea. The reductions are decided based on how much nitrogen a water body can tolerate if good ecological status is to be achieved. The greater the reduction, the greater the certainty of achieving the target.

Even with the right measures, it can still take decades for ecosystems to recover. After extensive nutrient discharges over several decades, large amounts of nutrients have accumulated on the seabed. These stores are released over time and affect the condition. But the more we reduce discharges, the faster these accumulations are depleted.

A higher goal and urgent action are needed

Green Transition Denmark assesses that an effort requirement of at least 20.000 tonnes is necessary to ensure the pace and security of restoring a healthy marine environment. Meanwhile, the tripartite effort requirement is set at 13.780 tonnes. The difference is due, among other things, to the government's calculation of nitrogen emissions being too low, and to the inclusion of a so-called baseline effect, where it is expected that nitrogen emissions will fall by themselves towards 2027. Although the baseline has been included since 2013, the effect has not been reflected in the nitrogen figures. Nitrogen emissions have not fallen since 2010.

"We need to raise the bar if we really want to save the sea. At the same time, our sea is in such poor condition that urgent help is needed. We have not solved the oxygen depletion problems with an agreement text, and the sea cannot wait any longer for nitrogen reductions. Therefore, emergency measures should be implemented with a reduced nitrogen standard and cultivation-free buffer zones valid in 2026. These measures can then be stepped up in conjunction with the upcoming targeted regulation from 2027, and as the area removal is realized.",” says Niklas Sjøbeck Jørgensen.

Politicians should use more tools

Green Transition Denmark presents a toolbox with a number of initiatives that can supplement the nitrogen hammer, as the new targeted regulation is often called, and which politicians should take into consideration when determining future regulation of nutrients.

The toolbox includes a recommendation to raise the target for conversion of agricultural land to forest and nature to at least 600.000 hectares. In addition, politicians should consider, among other things, that drained low-lying soils should not receive support, options for taxes on nitrogen and phosphorus, stricter phosphorus ceilings, and strengthening ecology and agro-ecological initiatives.

"Politicians should open the toolbox as a supplement to the tripartite agreement, so that there is greater certainty and faster pace on the road to a healthy ocean. We must reduce nutrient loading now, and we must do so to a fair extent, so that Denmark will with great certainty and within the foreseeable future once again have a clean ocean with well-functioning ecosystems," says Niklas Sjøbeck Jørgensen, senior advisor for food and bioresources at the Green Transition Denmark.

Green NGOs appeal to the EU: Denmark's postponement of efforts for the aquatic environment is illegal

The environmental condition of Danish lakes, streams and groundwater is catastrophic. Yet the government is postponing efforts to achieve good condition until 2033, six years later than the EU's commitment. This has now prompted four green NGOs to sharply criticize the government in a letter of complaint to the EU Commission.

The condition of Danish lakes, streams and groundwater is critical. Of the 985 lakes covered by the Danish water area plans, currently none have both good ecological and chemical status. Of the 18.600 kilometers of rivers and streams included in the river basin management plans, only 500 kilometers – corresponding to almost 3 percent – ​​are in good status. And almost half – 43 percent – ​​of the Danish groundwater bodies are not in good chemical status.

In other words, the situation is serious for Danish freshwater areas.

Despite the grim realities, the Danish government has decided to postpone the implementation of the necessary measures to bring lakes, streams and groundwater to good condition until 2033. According to four of the country's green NGOs, Denmark's lack of efforts is in violation of the EU's Water Framework Directive, which obliges member states to initiate the necessary measures to create good condition in the aquatic environment by the end of 2027 at the latest.

The government is thus heading towards a serious breach of EU legislation. Therefore, the Danish Nature Conservation Association, the Danish Sports Fishing Association, Greenpeace and the Green Transition Denmark are now sharply criticizing the government to the EU Commission:

“We strongly urge the Commission to engage with the Danish government to stop this deliberate violation of the Water Framework Directive. The government should not wait eight years to implement necessary measures that could be taken now to save our surface waters (ed. rivers and lakes) and groundwater. It has been 25 years since the Water Framework Directive came into force and all governments have had sufficient time to do what is required.”, the four NGOs write in a complaint to the Commission.

According to the four organizations, Denmark risks being sued for violating the directive. In the worst case, this could lead to fines and sanctions from the EU.

“We have had almost 25 years to improve the condition of lakes, streams and groundwater – now it seems that decades of political failure are continuing. Denmark has committed itself through the EU to achieving good condition in lakes, streams and groundwater by 2027 at the latest. Yet the minister says that this will not be achieved until six years later at the earliest. This is a clear breach of the Water Framework Directive and completely unreasonable.”, says Maria Reumert Gjerding, president of the Danish Nature Conservation Association.

"Over the years, successive governments have postponed the necessary efforts for our lakes and streams. We have been calling for it for years, and yet the area has been under-prioritized and under-funded for a long time. The fact that the government now believes that it will take 8 years before we reach our goal is completely unacceptable and we would strongly urge that the pace be greatly accelerated together with the municipalities.", says Torben Kaas, chairman of the Danish Sports Fishing Association.

“Our aquatic environment is in crisis, but the government is turning a blind eye by postponing the action that should help our aquatic environment. This is not only deeply irresponsible, but is also a breach of EU law. That is why we are complaining about the government, and we strongly expect that the EU will also demand that the government do much more.”, says Christian Fromberg, campaign manager for agriculture, nature and forests at Greenpeace.

"It is deeply worrying that the government will only reach its goal with efforts for lakes, streams and groundwater 6 years after the deadline. This is a clear violation of EU legislation and unacceptable political hesitation. They have now had 25 years to get this done by 2027 and even with a recent Tripartite Agreement in their bag, they choose to postpone the efforts that are to save our impoverished Danish aquatic environment", says Bjarke Møller, director of the Green Transition Denmark.

Conclusions from the Ocean Conference 2025: Good state of the ocean – will our oceans recover?

Through presentations and debates, our conference focused on the state of the Danish seas, the tools we have at our disposal, and the political will to act. The focal point was this question: Will our seas recover?

On Wednesday, January 22, the Green Transition Denmark's Ocean Conference 2025 took place in the Common Hall at Christiansborg.

The main message was clear and distinct: The task is big and time is short – that's why we need more tools to reduce the discharge of nutrients and chemicals into our oceans.

We will only have a good marine environment if we acknowledge the challenge and do what science says is necessary. There must be action behind the words: convert areas, solidly regulate nitrogen, limit the use of harmful chemicals and adequately treat our wastewater.

The opening speech was given by Jeppe Bruus (S), Minister for the Green Tripartite, and Bjarke Møller, Director of the Green Transition Denmark, was the moderator.

Stiig Markager, professor, Department of Ecoscience, AU, said in his presentation that the ocean's food chain has broken down. It takes an average of 20-30 years, and for Roskilde Fjord a full 1066 years, before our fjords return to good condition.

Niklas Sjøbeck Jørgensen, Senior Advisor at the Danish Green Transition Denmark, emphasized that a good marine environment is not a desk exercise, and that we must act on what science says is required. He presented a toolbox for the marine environment that can supplement the Tripartite Agreement, which, among other things, will initiate emergency measures from 2026.

Lone Hjorth Mikkelsen, senior advisor at the Green Transition Denmark, Kristian Syberg, Associate Professor, Department of Science and Environment, Roskilde University og Henriette Selck, Senior Consultant, Think Tank Hav, highlighted the lack of focus on chemical emissions and knowledge about all the chemicals that exist.

It is positive that EU requirements for better wastewater treatment have now been adopted, but we cannot simply clean the problem away. The tap must be turned off. In parallel with better wastewater treatment, we must have a sharp focus on phasing out, substitution and banning (without many exceptions).

At the same time, the use of pesticides in agriculture works to avoid attention. The consumption leads to direct leaching and seepage into the aquatic environment of active substances that have been completely inadequately studied for harmful effects.

Webinar on the future of European agriculture and the arrangement of the EU's agricultural support

What does the future of European agriculture look like and what role can agricultural support play in the green transformation of agriculture? Green Transition Denmark pointed this out in a webinar on 13 December 2024.

The EU's agricultural support – Common Agricultural Policy (CAP) – constitutes 1/3 of the EU's total budget. The majority of the support is paid per hectare of agricultural land, as income support for European farmers. Agricultural support is, however, changing, and can contribute more to the green transition of agriculture. The latest reform of the support was a step in a greener direction, but there is still a long way to go before agriculture meets the EU's green targets for climate, water environment and biodiversity.

Next year, the EU Commission will begin in earnest on the design of future agricultural support, which will come into effect in 2028. Therefore, the Green Transition Denmark focused on the future of European agriculture and what role agricultural support can play in the green transformation of agriculture.

Here, Niklas Sjøbeck Jørgensen, Senior Adviser in Food and Bioresources at the Green Transition Denmark, introduced the current structure of the EU's agricultural support.

Afterwards, Simone Højte, Project Manager at CONCITO, gave a presentation on the future of European agriculture, including the CAP reform, how the CAP can be changed and what it will mean for the future of agriculture in Europe.

Afterwards, Sybille Kyed, head of agricultural and food policy at the Organic National Association, gave a presentation on their model for a new green agricultural support in the EU, including the Organic National Association's vision of the future of agriculture in harmony with climate and nature.

New report: Denmark should boost methane reductions

Denmark is still far from meeting the Global Methane Pledge to reduce methane emissions by 30% in 2030 compared to 2020. The target should also be raised to 40-45% to ensure compliance with the Paris Agreement.

This is shown by a new report from the Green Transition Denmark, which has mapped the current and expected Danish methane emissions.

"Methane is a short-lived but powerful greenhouse gas that accounts for around a third of global warming. A ton of methane warms the planet approximately 30 times more than a ton of CO2 calculated over 100 years, but as much as 80 times more calculated over 20 years. We can therefore ensure a significantly faster effect on global warming through reductions in methane emissions compared to reductions in CO2 emissions.”, says Niklas Sjøbeck Jørgensen, senior advisor for food and bioresources at the Green Transition Denmark

In 2021, the EU together with the USA launched the Global Methane Pledge (GMP) at COP26, which is a promise to reduce global methane emissions by 30% in 2030 compared to 2020. This pledge has 158 countries, including Denmark, signed on. Projections from the Ministry of Climate, Energy and Supply show that Danish methane emissions will be reduced by 10-15% in 2030 compared to 2020. And even including an effect from the feed additive Bovaer, there is therefore a need for more action if we are to contribute our part to a global 30% reduction in 2030, believes the Green Transition Denmark.

Animal production is the largest source of Danish methane emissions

Green Transition Denmark's new report maps the Danish methane emissions that come from the agricultural, waste, energy and LULUCF sectors respectively. However, agriculture is the largest source of methane emissions. In 2023, agriculture accounted for as much as 80% of Danish methane emissions. The emissions come from animal production, namely from the digestive processes of livestock and from livestock manure.

"Our report shows that we cannot bypass a structural restructuring of Danish agriculture in order to significantly reduce our methane emissions and live up to what we have signed up to in the Paris Agreement and the global methane pledge.", says Lærke Kjærbye-Thygesen, project officer for food and bioresources at the Green Transition Denmark.

With the green tripartite, Denmark has taken a step in the right direction, but the agreement does not get us there. The green tripartite, and especially its arrangement of the climate tax, risks maintaining an excessively large industrial animal production into the future, by e.g. to prioritize technologies such as pyrolysis and feed additives over a real transformation of our food system, believes the Green Transition Denmark.

"The climate tax is an important first step, but it is not sufficient to ensure the fundamental transformation of agriculture that the climate, the environment and nature call for. With the tax model, we risk maintaining a large and intensive animal production instead of a structural development with a focus on more plant-based foods, fewer production animals and more ecology.”, says Niklas Sjøbeck Jørgensen, senior advisor for food and bioresources at the Green Transition Denmark.

Denmark should set an ambitious target for methane reduction

Reducing methane emissions can create rapid and significant effects on Denmark's contribution to global warming and "buy time" for more long-term CO2 reduction strategies.

Green Transition Denmark therefore believes that there is a need for Denmark to draw up a methane action plan with a more ambitious reduction target of 40-45% in 2030 compared to 2020. The higher reduction target is necessary to ensure compliance with the Paris Agreement and has been assessed as cost-effective and feasible by the UN Environment Programme. Denmark is the only Nordic country that has not drawn up a methane action plan, as is otherwise expected of all signatories of the Global Methane Pledge. A Danish methane action plan must contain concrete measures and objectives for methane reductions in agriculture, the waste sector and the energy sector respectively. It will show the way to achieving the reduction target, and will ensure that Denmark lives up to its global obligations.

"Denmark can and should be a green pioneering country and show the remaining signatories of the global methane pledge that it is possible to reduce methane emissions significantly. We have taken steps in the right direction, but we must dare to set further pace on the methane reductions, especially in the agricultural sector. A methane action plan will be an important tool to ensure significant methane reductions in line with the global methane promise," concludes Niklas Sjøbeck Jørgensen.

Is Denmark's Green Tripartite Agreement really as groundbreaking as it claims?

A historical agreement. That's how Denmark's latest political agreement – ​​the Green Tripartite Agreement – ​​is being described, as it introduces the world's first carbon tax on agriculture.

In December 2023, the Danish government established a 'green tripartite' of agriculture, environmental and industry groups to find long-term solutions to its climate and environmental challenges. After lengthy negotiations, an informal tripartite agreement was reached in June. With a parliamentary majority, the government expected the process of transforming this agreement into something more concrete to be straightforward. However, the negotiation was protracted, marked by debate, protests from environmental groups and an unlikely alliance of opposition parties from different wings. Despite these challenges, almost a year later, the Green Tripartite Agreement was signed on 18 November.

So, what are the key elements of the agreement? Here are the four defining areas of Denmark's latest announcement:

1. The world's first carbon tax
It is certainly historic that Denmark will introduce a carbon tax on agriculture, with the revenue going straight back into the sector. Starting in 2030, the tax will be €40 per tonne of CO2e from livestock, rising to €100 in 2035. But a 60 per cent base deduction means the actual tax rate will be much lower, just €16 per tonne in 2030 and €40 in 2035. As a result, the tax may fall short of driving the structural transformation needed to shift agriculture away from industrial animal production.

A few production adjustments and the use of technologies, some of which are already widely used, will in some cases be sufficient to exempt farmers from paying the tax altogether. However, there is a risk that this could undermine the carbon tax by allowing large scale industrial livestock production to continue business as usual or to invest further in technology and expansion. This could create a long term lock-in to industrial livestock production rather than incentivising more structural production changes.

2. Nitrogen pollution finally on the agenda
Another key battleground during the negotiations, between the government and an alliance of opposition parties from the left and right, was the urgent need for a reduction of nitrogen pollution. This year was the second consecutive year of historic oxygen depletion in Danish waters. The opposition's demands were largely met in the end, with a reduction goal of 13,780 tonnes by 2027. Despite these planned reductions, Denmark is still set to breach the EU Water Framework Directive, which requires all water bodies to reach 'good status' (good chemical and ecological status) by 2027. Currently only five out of 109 Danish waters meet this standard and recovery for some areas could take decades.

3. A new approach to land use
The Green Tripartite Agreement aims to enhance nature, tackle biodiversity loss and improve coastal ecosystems through land use changes. To achieve this, a green area fund of €5.8 billion will be created. More than 15 per cent of Denmark's agricultural land will be set aside, for the creation of 250,000 hectares of new forests and the rewetting of 140,000 hectares of carbon rich peatlands. Strategic land acquisition will be initiated for purposes including nitrogen reduction and land consolidation.

The changes will be driven by voluntary action by landowners through incentive schemes. However, experts question whether the incentives for farmers to give up land are strong enough to meet the targets. The agreement states that strict nitrogen regulation will come into force in 2027 if the voluntary schemes are not used, but the type of regulation is uncertain and will be decided in 2025.

4. Technological solutions have been prioritized
The agreement provides a further €65 million in subsidies for feed additives, such as Bovaer, and €1.3 billion for biochar storage through pyrolysis, a process that turns organic material into a stable form of carbon for long term storage in soil. There are dilemmas surrounding the use of these technologies. For example, while studies indicate that Bovaer can reduce methane emissions from dairy cows by up to 30 per cent, its use alone is not cost effective or sufficient to meet global commitments. While these technologies have a methane-reducing effect, they are not a panacea and may come with their own risks, such as incentivising more intense production practices. A structural transformation in agriculture, reducing livestock numbers, would be a far more effective and forward thinking solution.

Technology and voluntary measures are heavily relied on
The Green Tripartite Agreement is an important step forward for the green transition, particularly with its carbon tax and major land use changes. Other countries should take note that it is possible to put a price on agriculture's climate impact without widespread uproar. Hopefully, the changes to how we use land will lead to a reduction of industrial livestock farming. But, still, the agreement relies too heavily on technological solutions and voluntary measures. Although historic in some respects, its long-term success will depend on implementation and whether it can drive the necessary structural changes in the agricultural sector.

Methane reductions in agriculture are essential to meet the Paris Agreement

The flame that can stay alive in the 1,5-degree target is a focus on the potent but short-lived greenhouse gas methane. Reductions in methane have a significantly faster effect on global warming than reductions in CO2- emissions, write today's debaters.

Right now, world leaders are again at the COP meeting, this time in Baku, to take stock of the world's greenhouse gas emissions and discuss new measures to address the current climate crisis.

The latest report from the UN Environment Program forms an unpleasant backdrop for the meeting. It shows that there is a risk that within a few years we may wave goodbye to the chance of keeping the global temperature increase within the 1,5 degree target. Rapid and effective reductions in greenhouse gas emissions are more important than ever. And this is where methane enters the picture.

Methane is a short-lived but highly potent greenhouse gas that accounts for about a third of global warming. A ton of methane warms the planet approximately 30 times more than a ton of CO2 over 100 years, but as many as 80 times more over 20 years.

The reason for this difference is methane's short lifetime in the atmosphere of 12 to 15 years. We can therefore achieve climate gains very quickly by reducing our methane emissions, which primarily originate from agriculture, and then the waste and energy sectors. Methane reductions are therefore the most effective strategy for keeping the goal of limiting warming to 1,5 degrees alive.

Denmark should be a pioneering country

At COP26 in Glasgow, the EU and the US focused on methane in their launch of the Global Methane Pledge (GMP). GMP is a promise to reduce global methane emissions by 30 percent in 2030 compared to 2020, which 158 countries, including Denmark, have signed. However, the current projections show that globally we are very far from living up to that promise.

Denmark can and should be a leading country and show that it is possible to reduce methane emissions significantly. We have already taken steps in the right direction, including better handling of livestock manure, for example via the requirement for frequent disposal of manure, increased biogasification and new regulation of methane leaks from biogas plants.

Projections show, however, that with the current political measures we are far from the target. According to an estimate made by the Green Transition Denmark, with the current political measures, Denmark looks set to reduce methane emissions by 10 to 15 percent in 2030 compared to 2020. Much more action is therefore needed if we are to fulfill the promise of 30 percent reduction in 2030.

Animal agricultural production is the biggest emitter of methane

In 2023, agriculture accounted for as much as 80 percent of Danish methane emissions. The emissions come from animal production, namely from the digestive processes of livestock and from livestock manure. We therefore cannot ignore the fact that measures in the agricultural sector are crucial to reducing methane emissions enough for us to live up to the Paris Agreement and the global methane pledge.

An obvious means of action is a climate tax on agriculture, which leads to more plant production and fewer production animals – and thus less methane. The green tripartite has unfortunately chosen to arrange the tax so that you hold the hand of a large animal production far into the future, by, among other things, prioritizing technologies such as pyrolysis and feed additives over a real transformation of our food system.

A structural restructuring of the Danish agriculture and food system is essential to live up to the Paris Agreement and the global methane promise. Green Transition Denmark together with a number of other green organizations have shown, that the total greenhouse gas emissions from agriculture can be reduced by as much as 78 percent, via, among other things, a reduction in the number of livestock and thus methane emissions.

That transformation will be to show the way forward for the other 158 signatories of the methane pledge.

Methane reductions are the fast track to significant effects on global warming

If we are to keep the global temperature rise below 1,5 degrees, greenhouse gas reductions over the next 20 to 30 years are essential.

Therefore, methane reductions are the fastest way to fulfill both the Paris Agreement and the global methane pledge. This means that we have not reached the goal yet, even with the introduction of the Tripartite climate tax for agriculture.

On the contrary, we must have a sharper focus on ensuring conversion from animal to plant-based food production. This will limit methane emissions and thus also significantly limit Denmark's contribution to global warming.

Climate tax for agriculture is an important breakthrough, but Denmark has much further to go

Denmark takes a step in a greener direction and becomes the first country in the world to introduce a climate tax for agriculture, and nature gets more space with 250.000 hectares of new forest. However, both the tax model and nitrogen regulation of agriculture should be improved upon revisiting.

This is what the Green Transition Denmark says after the government has entered into an agreement with SF, the Radical Left, the Conservatives and the Liberal Alliance on i.a. to introduce a climate tax for agriculture and launch a number of nature initiatives. It follows in the wake of the Tripartite Agreement from June 2024. The climate tax for agriculture will be phased in from 2030, and DKK 43 billion will be set aside. DKK to a green land fund, which must convert 15 per cent. of the agricultural land and plant more forest for the benefit of nature and the aquatic environment. Of this, 140.000 hectares of low-lying soils and marginal land must be taken out of operation. Green Transition Denmark is pleased that extra money was found in the negotiations for the green land fund and for plant-based foods.

"We must hope that the outside world will be inspired by the fact that Denmark is the first country in the world to put a price on agricultural emissions and will plant significantly more forests. The climate tax is an important first step, but it is not sufficient to ensure the fundamental transformation of agriculture that the climate, the environment and nature call for.” says Niklas Sjøbeck Jørgensen, senior advisor for food and bioresources at the Green Transition Denmark.

"With the tax model, we risk maintaining a large and intensive animal production instead of a structural development with a focus on more plant-based foods, fewer production animals and more ecology. It would be far better for the climate, nature and our distressed marine environment,” concludes Niklas Sjøbeck Jørgensen.

Uncertainty about the water environment efforts

The agreement must meet Denmark's poor marine environment and our obligation to comply with the EU's Water Framework Directive, which requires good ecological condition in fjords and coastal waters by 2027 at the latest.

"It is positive that people have realized that a good water environment requires far less agricultural land and that the water environment efforts have received a large bag of money. Several opposition parties also succeeded in pushing for accurate nitrogen figures. But both the effect and the pace of the efforts are still challenged,” says Niklas Sjøbeck Jørgensen and continues: "You are exceeding the EU's deadline for when we must be on target with nitrogen reductions and you are betting on voluntary agreements without safe nitrogen regulation".

The engine in the nitrogen effort is the targeted nitrogen regulation, which was already agreed in the Agricultural Agreement from 2021. The effect of this is still uncertain. If it is too low, it can make extraction both more expensive and slower. Therefore, going forward, it should be ensured that the full potential of targeted regulation is exploited and supplemented with additional measures.

"Overall, far more tangible regulation is needed to ensure nitrogen reductions. Agriculture and other landowners must be able to expect a significant regulatory pressure if the target of land acquisition is not reached," says Niklas Sjøbeck Jørgensen.

Still great need for structural adjustment in agriculture

The climate tax is introduced to reduce CO₂ emissions and drive development in agriculture. But due to built-in tax rebates, it becomes too low to create the reductions and development that is needed, namely more plant-based foods and ecological principles.

"Getting a tax is a big step forward, but the tax model itself unfortunately contains several weaknesses. People are betting hard on new, unsafe technological fixes, but they have an uncertain climate effect. At the same time, they have chosen to maintain an intensive and unsustainable large-scale production of animals, which takes up large parts of Denmark's land. Instead, plant-based production and ecology could have been prioritized much higher," concludes Niklas Sjøbeck Jørgensen.

He praises that in the negotiations it has been agreed to raise support for plant-based food production by DKK 420 million. kroner. It is important for the development of agriculture. But overall, animal production continues to receive far more state support.

In the model, the actual tax is followed by a discount – a so-called basic deduction – of 60 per cent. for animal producers. The high discount means that it will potentially only require a few measures to completely avoid the tax.

"There will be only a very small incentive to produce plants rather than animals, a limited incentive for new technology development and a large incentive for investments in intensive animal production," assesses Niklas Sjøbeck Jørgensen, who recommends that in the future work to lower the minimum deduction and move support from animal to plant-based production.

The climate effect of pyrolysis is still questionable

One of the technologies that is heavily invested in in the agreement is pyrolysis and biochar. During pyrolysis, manure and straw are converted into biochar, which is subsequently spread on agricultural fields. The technology may have potential for our long-term climate goals. But studies of the environmental and climate effect of pyrolysis and biochar have not yet been completed, and therefore we should wait for the results before we become dependent on pyrolysis, believes the Council for the Green Transition. However, it is positive that in the negotiations it was agreed to revisit the pyrolysis pool in 2027.

"According to the agreement, the fulfillment of agriculture's climate goals for 2030 is still dependent on pyrolysis succeeding. We still know too little about which environmentally hazardous substances are formed in the process, and what long-term consequences biochar can have for the environment and the food grown in the fields. At the same time, it may take decades before the technology even has a real climate effect. It doesn’t add up,” says Trine Langhede, advisor for food and bioresources at the Green Transition Denmark and continues,

"We won't know the climate effect of biochar until 2027, and there will only be three years to find other solutions if the effect is lower than assumed. That is why I am happy that the political agreement has included a revisit of the pyrolysis pool in 2027."

"Although biochar can store CO2 in the ground for many centuries in the long term, there is a risk that we use pyrolysis as a solution to achieve short-term climate goals without knowing the full impact on the environment. In other words, we risk selling the hide before the bear is shot," concludes Trine Langhede.

Serious oxygen depletion requires higher political ambition

A new report from Aarhus University concludes that September saw the worst loss of oxygen in 22 years - the second largest ever measured. An area of ​​sea the size of Zealand and Funen combined was affected by oxygen depletion, which is significantly greater than last year. The area of ​​severe oxygen loss corresponded to the size of Lolland-Falster. Oxygen levels were observed so low that toxic hydrogen sulfide is released from the ocean floor. Dead fish and benthic animals were observed in several places.

"It is clear that our marine environment is in deep crisis. Severe oxygen depletion is spreading year by year, and this underlines how important it is to take the marine environment seriously. Without significant nitrogen reductions from agriculture, we will not get healthy and robust marine ecosystems,” says Niklas Sjøbeck Jørgensen, senior advisor at the Green Transition Denmark.

The government can relax nitrogen requirements

At the same time, the Ministry of Finance's latest report on the nitrogen effort has caused concern by proposing possible relaxations in the effort against nitrogen discharges - directly against the recommendations of researchers and the situation we now see in the sea. The report has presented three scenarios, two of which ease the nitrogen input for a number of water areas, i.a. Vejle Fjord, South Funen Archipelago, Little and Great Belt. The nitrogen input is also completely removed for Bornholm and Djursland East in one of the two scenarios. According to Danish researchers, the last scenario is the one that best matches reality and is based on the most scientifically correct basis.

"It is completely out of the question to consider going against the scientists' clear recommendations and reducing efforts against nitrogen pollution when we are faced with such serious environmental problems. The depletion of oxygen is a tangible sign that you cannot afford to do less – on the contrary, politicians must raise their ambition” states Niklas Sjøbeck Jørgensen.

It should be about the sea

Based on the EU's Water Framework Directive, we must have lowered nitrogen emissions sufficiently in all Danish coastal water areas by 2027 at the latest. A plan must therefore be submitted to the European Commission for how we in Denmark will reach the target. When you relax the nitrogen requirements by tinkering with the otherwise robust models that calculate the nitrogen input requirement, it becomes easier to reach targets in a spreadsheet. But the marine environment does not get better for that reason.

"When the government sets up desk exercises to achieve less ambitious objectives, it seems that it is more about doing as little as possible without the EU coming after us. It's not good enough. Marine environmental efforts should be about a good and healthy marine environment – ​​not about minimum implementation” says Niklas Sjøbeck Jørgensen.

The regulatory level of nitrogen should be raised in Treparten

The ongoing political negotiations on the Tripartite Agreement, which includes, among other things, a large economic package for the acquisition of agricultural land, must be seen in the light of the current oxygen depletion report. Green Transition Denmark emphasizes that financial incentives for voluntary agreements on land acquisition are important, but that they are not enough. At the same time, regulation must be introduced to ensure that if the lot owners do not make use of the voluntary schemes, they will be hit by targeted and general regulation up to a level that ensures the necessary nitrogen reductions.

"It needs to be much clearer from the Tripartite that if the removal does not reach the target in 2027, then there will be regulation - both targeted and general - right up to a level that safeguards the marine environment. It will boost the large voluntary agreements that are already on the table.” says Niklas Sjøbeck Jørgensen.
