Denmark's targeted implementation of the EU's Methane Regulation is a guiding light for the rest of the EU

Reducing methane emissions in the energy sector is one of the most effective tools to reduce global temperature increases, the UN concludes in Global Methane Status Report (2025)In order to eliminate methane emissions in the energy sector, the EU has drawn up en Methane Regulation, which entered into force on 4 August 2024. 

In a time of great pressure for deregulation, Denmark's leading implementation of the Methane Regulation sets an exemplary standard, says Britt Dam, climate and energy advisor at the Green Transition Denmark. 

"The Danish work to implement the requirements of the EU Methane Regulation here is highly exemplary. And it serves as concrete evidence that it can "It is possible to put ambitious rules into practice so that we can reduce climate-damaging methane emissions," she continues.

Leakage and import requirements

Internally within the EU, the Regulation requires, among other things, that operators detect and repair methane leaks from, for example, drilling platforms (so-called leak detection and repair (LDAR)). And from 2027, import requirements will be imposed on the energy that the EU receives outside the union. The import requirements mean that importers of oil, gas and coal − in order to comply with the Regulation − must, among other things, document what measures the exporters of that energy have taken to monitor, report and verify methane emissions associated with production and to detect and repair methane leaks. 

Denmark's timely and ambitious implementation has been highlighted as best practices of the European umbrella organization  Climate Action Network (CAN) Europe, especially with regard to our sanctions regime. 

Green Transition Denmark has sent letters to Energy and Housing Commissioner Dan Jørgensen (S), who has the regulation as part of his area of ​​responsibility, and Minister for Climate, Energy and Utilities Lars Aagaard (M), acknowledging Denmark's efforts in implementing the Methane Regulation in a very ambitious manner.

The role of district heating in the green transition requires political action

Energy Forum Denmark, TEKNIQ and a wide range of organizations – have addressed a joint appeal to the Danish Parliament's Climate, Energy and Utilities Committee and the Housing Committee. The goal is to ensure that the importance of district heating for the green transition is recognized and correctly included in the implementation of the EU's Building Directive. The problem is that district heating is subject to an unequal calculation.

Today, energy is weighted differently depending on whether a building is heated with district heating or a heat pump. This means that two identical buildings can be assessed differently in relation to the requirements for zero-emission construction.

The consequence is that buildings heated by district heating have more difficulty meeting the requirements – even after cost-optimal improvements – while buildings with heat pumps can meet the requirements with fewer measures. This can challenge well-functioning district heating areas and create distortions in the choice of heating method.

The industry calls for the calculation method for all forms of energy to be the same, and for the system benefits of district heating – such as flexibility and heat storage – to be included in the energy calculation. A recalculation of the primary energy factor (PEF) for district heating, where the collective benefits are recognized, will provide a more accurate picture of district heating's contribution to the green transition.

Methane reductions: Our lifeline to limit global temperature increases?

Methane is responsible for about 30 percent of global warming today. In contrast to CO2, which has an atmospheric lifetime of several hundred years, methane breaks down in 10-12 years, but is 80 times more potent over a period of 20 years. Therefore, methane reductions today can significantly slow global warming already this decade.

At COP26 in 2021, Denmark signed the 'Global Methane Pledge' – a global pledge to reduce methane by at least 30 percent by 2030 compared to 2020, including the preparation of national methane reduction plans. At the same time, the EU launched the world's first regulation in 2024 to address methane emissions in the energy sector. Denmark is the first member state to have fully implemented this.

On this occasion, the Green Transition Denmark brings together researchers, politicians, investors and civil society to focus on methane reductions as one of the most effective tools to achieve our short-term climate goals – and on Denmark's opportunity to take international leadership.

Bjarke Møller steps down as director of the Green Transition Denmark

By mutual agreement, Bjarke Møller will now step down from the Green Transition Denmark, which he has headed since 2022.

Bjarke has led RGO with impressive work through a very formative period for Danish climate policy. With his sharp pen, strong communication skills and insistence that we know the solutions to the climate crisis and should keep our eyes focused on the most cost-effective of them, he has been a prominent leader in the Danish climate and energy debate. He has also been a guarantor of RGO's high professional quality and managed to establish strong bridges to other green interest organizations and other alliance partners that have worked for the same goals as the Council.

The board would like to thank Bjarke for his significant and competent efforts in the service of the climate and RGO. We wish him all the best in the future.

Chief Administrative Officer Svend Tabor has been appointed as acting director and will fill this role until a replacement for Bjarke is found. Many thanks to Svend for taking on this task.

New literature study: PFAS is hiding in many places in construction

Where and to what extent are PFAS used in construction? A group of experts has investigated these questions in connection with the project 'PFAS in construction'A review of the literature in the field shows that many building products can potentially contain the harmful group of substances.

The reason PFAS is used is due to the chemicals' beneficial properties, such as being water and dirt repellent. It is currently used in many products and production processes, including in the production of paint, varnish, wood, furniture, cardboard, paper, rubber, plastic and the chemical industry.

In the project, we have prepared the figure below, the PFAS circle, which shows the construction products that, according to the literature review, are likely to contain PFAS. The construction products in the figure are each connected to colored circle segments that indicate which type of PFAS the product and/or its surface treatment contains.

The overall message of the figure is that PFAS can occur in many parts of the construction industry. But there is a lot of knowledge missing, including how much PFAS is in Danish construction products, how the industry can avoid it, and how construction waste containing PFAS should be handled. That is why this project group has delved into the subject.

Later in the project, we will publish a report that will include new test results for building products containing PFAS. We will also prepare a number of recommendations for what the construction industry and politicians can and should do regarding PFAS in construction.

More about the PFAS circle figure

The figure is divided into general product categories, as well as a miscellaneous category. Under each category, products are listed either by product type or function.

Some products' black lines hit multiple rings, indicating that multiple PFAS classes have been found in the same product type, and if so, it will also be possible to read whether it was used in the product itself, in a surface treatment, or both.

The figure is not necessarily a picture of whether building products on the Danish market contain PFAS, as it is based on international studies. However, it gives an indication of where it may commonly be used, and where you as a consumer should ask about the content. The figure also shows the variation of the PFAS classes and the spread of where in the products PFAS is typically found.

According to the figure, for example, there are not that many products that contain polyfluoroalkyl acids. And for all three PFAS classes, PFAS is identified both as content in the product and in the surface treatment.

The comprehensive overview of the use of PFAS in construction products has been an important starting point for selecting products for testing for PFAS content in the Danish market. These test results will be published in the fall of 2025.

If we abandon the goal of phasing out gas boilers, we will fail both cohesion, the climate and Europe's energy independence.

In 2022, a broad majority in the Danish Parliament reached an agreement to phase out gas by 2035., as an important part of making us independent of gas imports. But now it shows The government's latest Climate Projection, KF25that there will be 117.000 gas boilers left in Danish homes in 2035 – this is far from the goal of phasing out. This is the consequence of, that despite the agreement in 2022, a concrete plan for phasing out gas boilers has not yet been made - and therefore we need political action now if we are not to fail in our climate and safety commitments.

Maintaining gas boilers is not a solution – it is a bill for the few

The Liberal Party's recent proposal to drop the political agreement to phase out gas boilers in 2035 will not help the households it claims to protect. On the contrary risks the at leaving them with more expensive heating bills, greater uncertainty – and with the bill to keep an aging gas network alive, which the rest of Denmark is otherwise about to abandon.

At the same time, it constitutes a breach of the Climate Agreement. When the Liberal Party chooses to step back from a centrally agreed milestone, it creates uncertainty about whether Denmark will stick to its climate goals – both towards citizens, businesses and international partners.

If the gas network is to be served by fewer and fewer households in the future, the costs of operation and maintenance will fall on those who remain. It is particularly households in rural areas that risk being left alone with the financial burden. This is not a solution – it is a transfer of responsibility and risk to those who already have the fewest alternatives.

"If we really want to help households in remote areas, we need to give them real support to switch to heat pumps or district heating – not keep them in a unsure and animals energy form, while the rest of society adapts." – Britt Dam, Climate and energy advisor, Green Transition Denmark.

Green gas for household heating er et security policy self-goal

As part of the announcement, explains Leftthat it does not make sense to switch, because the gas in the network will be green anyway in 2029. At the same time, we see similar signals from the Minister of Climate, Energy and Utilities. But it risks becoming an end in itself, because green gas is a scarce resource. Biogas should be reserved for sectors where we have no alternatives – such as heavy industry. When we use it in gas boilers, where heat pumps and district heating are more efficient, we waste the potential and prolong gas dependence. Likewise, biogas is not a climate-neutral solution, as otherwise stated in the government's interpretation, since the production of biogas is associated with emissions of methane – an extremely potent greenhouse gas.

Denmark is now independent of Russian gas – and that is an important position of strength. But we still have a responsibility to reduce our overall gas consumption and ensure that scarce green resources such as biogas are used where they make the greatest difference in terms of climate and security.

It is therefore crucial that the political agreement to phase out gas boilers in private homes is translated into a concrete and realistic plan – rather than focusing on green gas, where more efficient alternatives exist. If Denmark uses a large part of the available biogas in individual gas boilers, it could also indirectly maintain demand for fossil gas elsewhere in Europe – and thus undermine both climate and energy security goals.

Better support schemes and electrification are the way forward

Green Transition Denmark's calculations clearly show, it is far more economically advantageous to invest in electrification with heat pumps and district heating. Biogas is highlighted as the solution, but it is a scarce and expensive resource that may have difficulty meeting demand in the coming years. Similarly, the "green gas junction", which the Liberal Party refers to when they say that the gas network can be 100% green in 2029, has been postponed to 2032 according to KF25. This is also not a guarantee of continued low gas prices - on the contrary, gas consumers will continue to be dependent on global markets and fluctuating prices, regardless of the gas form.

The wise – and responsible – choice is to stick to the goal of phasing out gas boilers by 2035 and ensure that all citizens have access to real alternatives. This means better support schemes for heat pumps., and local infrastructure that can support future solutions. It is both fairer and better from a socio-economic perspective.

Electrification is not only the greenest solution – it is also the cheapest and most stable for both households and businesses. But it requires that we stand firm and not start rolling back key climate agreements. There must be trust that the government means it when it says we must move away from gas, and that Danes who invest in green solutions will not be left behind. We cannot afford to let down the climate, cohesion or citizens' trust in the green transition, and we therefore call on the government to stick to the agreement.

How the EU will cut at least 95 percent of greenhouse gases by 2040 and reach net zero by 2045

The battle for the EU's climate targets for 2040 is entering its decisive phase. The European Commission was supposed to have already presented its proposal for the reduction target here in the first quarter of 2025, but the proposal is expected to be published here in June.
The Danish government has previously stated that it would like to see a common EU target of reducing greenhouse gas emissions by 90 percent. However, there have been reports that the EU's climate commissioner, Wopke Hoekstra, is considering softening the target, setting it slightly lower than 90 percent and making it more flexible, as he fears a political backlash.
While the EU's 2030 target has followed a linear reduction path, the Commission is reportedly also considering giving member states the option to deviate from this, to buy climate credits and to focus more on, for example, later absorption in forests or a larger share of CO2 capture. But how high should the reduction target be, and how should it be approached?
In this analysis, the Council for the Green Transition has made a comprehensive proposal to the European Commission that can ensure that the EU27 can at least reduce its emissions by 95-96 percent in 2040. This will also strengthen the energy economic robustness and security of the EU countries, because the EU can more quickly free itself from the annual import of fossil fuels for 350 billion euros. MAIN RECOMMENDATIONS:
  • The EU27 should adopt an ambitious climate target and reduce its emissions by at least 95 percent by 2040, so as to become a climate-positive and fossil-free society with net-zero emissions by 2045 at the latest.
  • There should be a much faster and more focused expansion of solar and wind energy, batteries, thermal storage and geothermal energy. By 2040, the amount of onshore and offshore wind must increase eightfold, and solar energy must increase 22 times to make the entire EU's energy consumption fossil-free. This will allow the EU to completely free itself from the annual import of fossil fuels worth 350 billion euros.
  • More investment should be made in energy efficiency improvements. These improvements could ensure a total phase-out of fossil gas from Russia as early as 2030, and by 2040, major energy savings would be ensured that could phase out all fossil gas in the EU27.
  • A faster electrification of road transport, industry and the heating sector is a must-win battle. At least 90 percent of the particularly energy-intensive industries are electrified, thereby avoiding large energy losses in combustion technologies.
  • The production of e-fuels for maritime and aviation, based on green hydrogen, is being scaled up more quickly in regional industrial clusters to ensure the decarbonization of long-haul maritime and aviation. Thanks to developments in battery technology, short and medium-haul maritime and aviation may be electrified towards 2040, which is more cost-effective.
  • The RGO roadmap is an ambitious scenario that can be realised if the necessary political will can be mobilised in the EU. This roadmap also shows that much less CO2 capture and more afforestation will be needed than previously assumed. This roadmap is close to the so-called Life scenario, which, according to the Commission's own impact assessment report, is cost-effective and can deliver greater CO2 reductions than the other scenarios such as business as usual or a technology-heavy scenario where CO2 capture plays a very large role.
